New U.S.  Anti-Corruption Law

The International Anti-Corruption and Good Governance Act of 2000 was passed by the House and Senate and was signed into law by President Clinton on October 17, 2000. This new U.S. law authorizes programs to combat corruption and promote good governance amending the Foreign Assistance Act of 1961.
Country Initiatives

Slovakia

The Government of Slovakia has adopted, after public discussion,  two anti-corruption documents:

The National Programme of the Fight Against Corruption. The Programme is focused primarily on corruption in the public sector involving public funds. The purpose of this document is to promote the concept of fighting against corruption and to outline methods that will help in that regard. The Programme was adopted on 20 September 2000.

The Action Plans for fighting corruption have been developed by a number of governmental agencies and NGOs and adopted as a joint document on 22 November 2000. The plans contain specific commitments, assign responsibility to individual sectors and authorities and outline the timetable for implementation of specific measures.

A non-profit organization, E-Society, initiated a new project to allow internet users to monitor and control the work of state authorities through creation of an internet information server. It encourages citizens to present their opinions on the work of state employees and intends to develop recommendations on fighting corruption and bureaucracy within the state administration.
Georgia Russia
The Guidelines for the National Anti-Corruption Programme were published in October 2000 and the President of Georgia, Eduard Shevardnadze, endorsed the passing of this document for public discussion. The Guidelines provide the basis direction for a National Anti-corruption Programme. The programme was prepared by the National Anti-corruption Programme Elaboration Group of Georgia under the auspices of Presidential Decree #296 (9th of July 2000) and it  includes a close examination of the current corruption situation in Georgia and lists specific recommendations for immediate action to alleviate the problem.

Journalists Against Corruption
is theme of a competition in Russia.

The Russian Journalists' Union, with support from the Russian division of the Open Society Institute, is organizing a nationwide contest for the best broadcast and print investigative reports on corruption in 2000. The winners will be chosen in January 2001.

Regional Initiatives

The Southeast European Legal Development Initiative (SELDI).

The Southeast European Legal Development Initiative (SELDI) serves as an open framework for cooperation in the legal field between the international community and non-governmental organizations and individuals in the Balkans, thus contributing to the building of regional stability.

With the aim of strengthening the existing network of SELDI partners, interested non-governmental organizations and civil society groups in the countries of Southeast Europe and resource groups outside the Region are invited to send to IDLI and CSD their expressions of interest in participating in this important new initiative.

International Development Organization Initiatives
State Capture and Corruption Council of Europe
Seize the State, Seize the Day: State Capture, Corruption and Influence in Transition -- by J. Hellman, G. Jones, and D. Kaufmann (2000). This paper—a product of the Governance, Regulation, and Finance Division, World Bank Institute; the Public Sector Group, Europe and Central Asia Region; and the Office of the Chief Economist, European Bank of Reconstruction and Development—is part of an empirical project on governance in transition. The authors empirically investigate the dynamics of the capture economy on the basis of new firm-level data from the 1999 Business Environment and Enterprise Performance Survey (BEEPS), which permits the unbundling of corruption into meaningful and measurable components. The Council of Europe's Group of States Against Corruption (GRECO) held the 5th European Conference of specialised services in the fight against corruption on 15-17 November 2000 in Istanbul, Turkey.
