Media Initiative

Radio
Free Europe/Radio Liberty has launched
a weekly report,"(Un)Civil Societies," on
Central and Eastern Europe and the countries of the
former Soviet Union. While it will focus primarily
on summarizing a summary of the recent events and
trends in regard to regarding freedom of the press,
it will also touch on other civil society issues including
corruption.

Corruption in Poland
|
| The
World Bank (Warsaw Office) prepared a report on Corruption
in Poland: Review of Priority Areas and Proposals
For Action. This report was prepared in
response to a request from the Government of Poland
to help identify the areas in which the most serious
corruption problems
are found and those in which measures to reduce corruption
are likely to be most productive.

Bulgaria |
Internews-Ukraine,
a non-profit organization that has been working
in Ukraine since 1996 promoting civil society through
independent media support , produced a series of
eight anti-corruption talk-shows entitled "Who,
What? Anti-Corruption" (Who is Guilty? What
to do?) in July 2000. Each program
is 26 minutes in length and features corruption
in a particular sphere: social protection, customs,
tax inspections and administration, education, health
care, law-enforcement, controlling agencies, and
local government. The talk-shows will be distributed
for free to over 100 regional stations across Ukraine.
Currently, Internews-Ukraine is finalizing production
of a radio anti-corruption series. The series
will be distributed for free to 29 FM radio
stations in the regions.

International Bulgaria:
Public
Opinion Survey:
In January 2000 Transparency International
Bulgaria and The National Center for Public Opinion
Studies performed a Public Perceptions Survey
of Corruption in Sofia.
Anti-Corruption
Projects:
TI-Bulgaria initiated several project to address
corruption issues: 1.Criminology analysis of draft
laws deposited in Parliamentary Committees; 2.
Monitoring of Privatization; and 3.Curbing Corruption
and Promoting Transparency in the Work of Municipal
Councils in Bulgaria.
Publications:
In 1998 TI-Bulgaria published a policy paper titled
"Corruption in Contemporary Bulgaria"
which is the first ever in-depth analytical survey
of corruption done in the country. It includes
the following chapters: Typology And Mechanisms;
Everyday Phenomenon; The Political Parties And
Corruptive Practices; The Administration And Its
Malformations; Legal Sanctions; Current Legal
Regulations; Corruption And Economic Development
In Bulgaria; Practical Dimensions Of Economic

Poland
|
| The
Polish Anti-Corruption NGO
initiated an anti-corruption public awareness campaign and
created a new website which provides information about corruption,
what to do in case you face corruption, journalist competition
announcement, the sample of a billboard poster, post-card
and logo,information about anti-corruption activities in
OECD and EU countries, other related documentation, press
releases, and contacts. The website is currently in Polish
only though you can contact their webmaster responsible
party for more information when needed by e-mail.

Global Forum on Fighting Corruption
May 28-31, 2001, The Hague, the Netherlands.
|
The
first Global Forum on Fighting Corruption: Safeguarding
Integrity among Justice and Security Officials took place
from February 24-26, 1999 in Washington, D.C. Two years
later this initiative will be followed up by expert-meetings
and a world wide ministerial conference, which will be held
from May 28-31, 2001 in the Netherlands Conference Centre
(NCC) in The Hague. The Dutch Minister of the Department
of Justice Mr. Albert Hendrik (Benk) Korthals will be the
host and responsible the organisation of this enormous
event.
The Forum will consist of five workshops that will be organised
by the several Dutch departments and will focus on different
themes: take place on different items: 1.Integrity; 2.Law
Enforcement; 3.Customs; 4.Development Co-operation; 5.Business
community.
After these expert workshops, with experts have been taken
place this will be followed up by the
ministerial conference will be convened, followed and will
be closed by a final declaration.

Arlington, Virginia, USA, September 21-23,
2000
|
The 10th International Anti-Corruption Conference
will take place in Prague, Czech Republic,
on 7-11 October 2001.
It will focus on concrete
strategies for making real and lasting changes to
reduce corruption and on devising methods for assessing
the impact of such strategies. The conference programme
will place a strong emphasis on developing practical
skills and on learning the lessons from a range
of concrete case studies.
The conference
will be hosted by the Government of the Czech
Republic and Transparency International Czech
Republic.

This
conference will be held September 21-23, 2000 in
Arlington, Virginia, USA. The Conference is organized
by the International Consortium on Governmental
Financial Management (ICGFM) and the Americas’ Accountability
Anti-Corruption Project (AAA Project). It is the
fifteenth anniversary conference of the International
Governmental Financial Management and also the second
world-wide summit of its type following up on the
first Summit held in Miami in 1998.

| Society,
Justice and the National Security Forces in the Fight Against
Corruption -- A Conference of Central and East European
Countries on Fighting Corruption was held in Bucharest,
Romania, on March 30 –31, 2000. It was organized and hosted
by the Romanian Ministry of Justice. The Conference was
viewed as a bridge between the February 1999 Washington
Conference and the upcoming World Conference scheduled for
The Hague in 2001. Participants came from the Czech Republic,
Slovakia, Hungary, Poland, Estonia, Latvia, Lithuania, Ukraine,
Russia, Slovenia, Bulgaria, Macedonia, Albania, Bosnia,
Croatia, The Republic of Moldova, and Romania.

Ukraine:
Administrative Streamlining: Increasing Efficiency and
Reducing Corruption -- the USA Experience
|
Four
workshops entitled "Administrative Streamlining: Increasing
Efficiency and Reducing Corruption -- the USA Experience"
were conducted in Ukraine in July. Three workshops were
held on the oblast level (in Lviv, Donetsk, and Kharkiv)
and one on the national level (in Kiev). The workshops are
part of the "Partnership for Integrity" Program
supported by USAID. The major purpose of the workshops was
to present how administrative streamlining and simplification
can increase efficiency and reduce corruption in the public
sector. Participants also discussed the 8-year experience
of administrative reform and streamlining in the USA ("Reinventing
Government" Program) and how this experience can be
applied in Ukraine on the national and oblast levels. More
that 130 public officials and think tanks participated in
these discussions.
