Integrity Systems: Country Study Report -- BULGARIA
2001. -- by TI in cooperation with the Centre
for Fraud Management Studies, Liverpool Business
School, [now the Fraud Management Studies Unit,
University of Teesside]. The Country Report examines
the government's anti-corruption strategy (where
such a strategy exists), in several cases making
use of surveys and indicators to measure or chart
progress.

Regional Corruption Monitoring

The 2002 Regional Corruption Monitoring
Indexes, produced within the framework of the Southeast
European Legal Development Initiative, were officially
presented at a press-conference held on April 4,
2002, at the Center for the Study of Democracy,
SELDI Executive Secretariat. The regional monitoring
of corruption is being held for a second year in
a row as part of the Coalition Building and Monitoring
for Anti-Corruption in Southeast Europe project.
The Regional Corruption Monitoring System (RCMS),
introduced by SELDI in 2001, is based on the experience
and methodology of the monitoring system of corruption
developed and implemented on a quarterly basis since
1998 in Bulgaria by the anti-corruption initiative
Coalition 2000 (www.online.bg/coalition2000). The
RCMS is the first ever region-wide corruption diagnostic
carried out simultaneously in Albania, Bosnia &
Herzegovina, Bulgaria, Croatia,
Macedonia, Romania, and Yugoslavia on the basis
of a uniform methodology. The main goal of the comparative
analysis contained in the RCMS is to show the public
significance of the problem of corruption and the
extent to which corruption has penetrated into the
various sectors of these societies.

Bulgaria-
The Media Sustainability Index 2001 (MSI)
analyzes and measures the current status and sustainability
of independent media systems in twenty countries
throughout Europe and Eurasia. Research for the
country chapters and panel discussions of experts
for each chapter were undertaken in May and June
of 2001.

Assessment Report 2000 -- Report produced
by the Coalition 2000. It outlines the general framework
and the specific dimensions of corrupt practices in
Bulgaria introduced in their dynamics. The evaluation
criteria takes into account reputable international
analyses and domestic indexes about the spread and
the frequency of different forms of corrupt behavior.

- Corruption
and Trafficking: Monitoring and Prevention
-- the brochure published by the Center for the Study
of Democracy (Bulgaria) is the first analytical output
of the newly founded Expert group on corruption and
illegal trafficking as part of Coalition 2000 anti-corruption
activities.The brochure presents:analysis of trans-border
crime in Bulgaria during the 90ies; a review of the
sociological and statistical methods of measuring
illicit trafficking; and practical ideas of curbing
corruption and trafficking.

Bulgaria in 1998 which was the first ever in-depth analytical

A Culture of Corruption? Coping with Government
in Post-Communist Europe. Dr. Ase B. Grodeland
of the Norwegian Institute of Urban and Regional Research
conducted research on corruption in Ukraine, Bulgaria,
Slovakia and the Czech Republic in conjunction with
two professors from the University of Glasgow. The project
was funded by DFID/ESRC. The Central European University
Press will publish a book containing their main findings

Corruption
in Bulgaria Threatens Social Stability,
by CIPE, No. 2 1998. According to a CIPE-funded survey,
57% of adult Bulgarians believe that their politicians
are primarily interested in securing special privileges
for themselves and their friends. Bulgaria's Center
for the Study of Democracy (CSD) conducted a national
survey on perceptions of corruption and found that it
engenders pessimism about the promise of economic reform
and weakens confidence in democracy.
