The
National Medium-Term Development Strategy of the
Romanian Economy - This strategy for 2000-2004
focuses on the creation of a smoothly functioning
market economy, in consistence with EU principles,
norms, mechanisms, institutions and policies.
Elements of preventing corruption and assuring
transparency are the essential parts of the Strategy.

Stability
Pact Anti-Corruption Initiative (SPAI) General
Assessment Report, 2001 -- The SPAI general
assessment report of anti-corruption measures
in Romania adopted at the Tirana Steering Group
meeting analyses anti-corruption measures in place
and underway in Romania and proposes specific
targets for reform under the first four pillars
of action of the SPAI (adoption and implementation
of relevant international legal instruments, promotion
of good governance, strengthening of the rule
of law, promotion of transparency and integrity
in business operations).

The SPAI civil society report Empowering
Civil Society in the Fight against Corruption
in South East Europe was adopted on January
24, 2002 via the written procedure. The report
objectively analyses the existing conditions in
Romania to promote and empower civil society and
an independent media. It addresses issues ranging
from public attitudes to civil liberties. It reviews
existing laws that facilitate the establishment
of civil society organisations, freedom of the
media, and government-citizens partnerships. It
also examines the needs and gaps in terms of legal
and institutional framework and proposes specific
targets for reform to further the involvement
of civil society.

by AIM on Corruption
in the Countries of South-Eastern Europe (October,
2001) with information on Slovenia, Croatia,
Kosovo, Albania, Serbia, Bosnia-Herzegovina, Montenegro,
Bulgaria, and Macedonia. AIM (Alternativna
Informativna Mreza) is a network
of independent journalists in former Yugoslavia
and the southern Balkans which provides a service
of in-depth information in the local languages and
in English.

Group
of States against Corruption (GRECO) of the Council
of Europe:
Evaluation reports on Poland, Romania and
Lithuania --
The
Group of States against Corruption (GRECO) of the
Council of Europe issued evaluation reports on Lithuania,
Poland and Romania. The reports were prepared
in the framework of the first evaluation round and
adopted by the GRECO at its 8th plenary meeting
(4-8 March 2002). The principal objective of
the report is to evaluate the measures adopted by
the Lithuanian, Polish, and Romanian authorities,
and wherever possible their effectiveness, in order
to comply with the requirements deriving from Guiding
Principles for the fight against corruption
(GPCs) #3, #6 and #7. The reports first describe
the situation of corruption in the respective countries,
the general anti-corruption policy, the institutions
and authorities in charge of combating it - their
functioning, structures, powers, expertise, means
and specialization - and the system of immunities
preventing the prosecution of certain persons for
acts of corruption. The second part contains a critical
analysis of the situation described previously,
assessing, in particular, whether the system in
place in Lithuania is fully compatible with the
undertakings resulting from GPCs 3, 6 and 7. Finally,
the report includes a list of recommendations to
respective countries in order for this country to
improve its level of compliance with the GPCs under
consideration.
The
Governments of Lithuania, Poland and Romania authorized
the publication of these reports on their respective
countries. The reports are available in PDF format.

Romania
- The Media Sustainability
Index 2001 (MSI) analyzes and measures the current
status and sustainability of independent media
systems in twenty countries throughout Europe
and Eurasia. Research for the country chapters
and panel discussions of experts for each chapter
were undertaken in May and June of 2001.

Taking
Action against Corruption and Organized Crime
-- a strategy aimed at fighting corruption and
organised crime developed by the Media Monitoring
Agency in partnership with TI-Romania and the
National Federation of Trade Unions (BNS). The
purpose of the Strategy is to raise public awareness
on corruption and organised crime through national
and regional campaigns, to promote transparency
by developing a regional network of investigative
journalists, and to strengthen the co-operation
between relevant actors within civil society and
local/central governments to fight corruption
and organised crime.

Transparency
International - Romania (TI Romania) -- The
Romanian Chapter of Transparency International
was established on June 24, 1999 with objectives
to monitor and assess national and local developments
in its field of interest; to build intersectoral
partnerships and operate as a resource center
for its partners; to become involved in regional
networks of TI National Chapters and organizations
with similar goals and ways of action; to spread
information, campaign and raise awareness and
access to the information of public interest;
and to support and participate in the international
campaigns of Transparency International.

Open Society Foundation
-- The Open Society Foundation Romania is
a non-governmental, non-profit and apolitical
organization promoting the values of an open society
in Romania. The Foundation was established in
1990 by the philantropist George Soros, as a response
to the necessities born out of the transition
process towards a democratic system. Through its
programs,
the Foundation supports the development of democratic
institutions, respect for human and minority rights,
pluralism within the political public space. The
Foundation's policy is to support the reform of
public policies in all essential areas of the
polis and to actively contribute to the integration
in the European structures.

Society Development Foundation -- Civil Society
Development Foundation (CSDF) is a non-governmental
organisation based in Bucharest, Romania. CSDF
promotes the active involvement of individuals
in their communities and encourages the efforts
of non-profit organisations to improve the quality
of life and to strengthen democracy in Romania.
CSDF places a very high value on transparency
and take very seriously the issues of accountability,
financial honesty, and conflict of interest in
all activities we undertake.

Democracy Association -- is a non-goverrnmental,
non-profit making, politically unbiased civic
organisation. Its aim is to strengthten democracy
in Romania through civic participation.

Academic Society -- The Romanian Academic
Society (SAR) was founded in 1995 as a Bucharest-based
think tank with the mission of advancing the ideas
of liberty, democracy and sound government. In
their publications, public awareness campaigns
and consultancy work, they promotes the notion
of government accountability through transparency
and the reform of the public sector through deregulation,
the introduction of clear standards and the implementation
of market-type mechanisms.

The
Romanian Foundation for Democracy -- is an
independent, non-governmental non-partisan, non-profit
organization, created in November 1992, at the
initiative of the President of Romania, Prof.
Dr. Emil Constantinescu. The aim of the
Romanian Foundation for Democracy is to contribute
to the development of a progressive, democratic
and prosperous Romania by means of promoting the
dialogue between civil society and political class
representatives; informing and educating young
politicians; organizing public debates on the
main problems of Romania’s development; organizing
public debates and promotional activities related
to environmental protection and environmental
education; maintaining the contacts among various
groups interested in the progress of market economy
and of democracy, both at the national level and
with similar persons, groups and institutions

Euroregional
Center for Democracy (CED) -- is a
non-governmental and non-profit organization,
that promotes democracy and stability in Central
and South - Eastern Europe. CED is located in
Timisoara, a city in the Western part of Romania.
Timisoara represents an ideal learning location
for a laboratory seeking to devise programs of
great importance for the future of democracy and
regional stability. This multi-ethnic and multi-cultural
space encourages the dialogue between individuals
and institutions that promote democratic values.
Euroregional Center for Democracy is a member
of Soros Open Network, a network of Romanian independent
organizations whose common aim is to promote the
open society values. CED was founded by the Open
Society Foundation Romania(OSF).

The Group for Social
Dialogue (GDS) -- GDS promotes the values
of democracy, democratic state and the man's fundamental
freedoms and civil rights. It is actively
involves in public and cultural life through the
agency of "22 Review",
organizing meetings, symposiums, round tables
with both diverse and unitary subjects centered
on social conflicts, legislative initiatives,
the freedom of press and television, local and
general elections.

Community
Safety and Mediation Group -- The Community
Safety and Mediation Center (CSMC) develops community
safety strategies and protocols aiming to facilitate
the implementation of these strategies by all
actors involved in the local community safety
programs. CSMC offers financial and logistical
support, consulting and training services in order
to create, run and evaluate community safety and
mediation programs on a local and national level.
The Center is also introducing new standards and
assistance services for victims through a common
referral system of cases inside communities.

Internet
Communications and Resource Center for Nongovernmental
Organizations (CRCI-ONG) -- is a project cofinanced
by FDSC (The
Civil Society Development Foundation), GDS
(The Group for Social Dialogue) and GURU
(The Romanian UNIX Users Group) under the PHARE
Programme. It provides Internet access (in
GDS library with 12 Internet connected computers),
Internet initiations courses for NGO's, web hosting
(on www.ong.ro server, with org.ong.ro virtual
address for each organization and an on-line files
up-loader) and technical support for NGO who willing
to be on-line.

Adoption of the SPAI civil society report for Romania
-
The SPAI civil society report for FYROM, discussed
at the Cavtat Conference on Civil Society on September
17-19, 2001, was adopted on January 24, 2002 via
the written procedure. It can be downloaded in Word-format.

This report completes the general assessment report
of FYROM under the first four pillars of action
of the SPAI, adopted in Tirana in April 2001 (see
below).

Diagnostic
Surveys of Corruption in Romania, 2001, (615K
pdf)
The diagnostic in Romania was prepared in cooperation
with Management Systems International, an implementing
partner of USAID. The report was released in a workshop
hosted by the Minsitry of Justice in 2001. The surveys
were undertaken by CURS.
