Public Procurement

Competitive procurement limits the authority of government officials thereby guarding against corruption. Competitive procurement removes personal discretion from the selection of government suppliers and contractors by prescribing an open bidding process and laying out clear procedures and criteria for selection.

International Public Procurement Association (IPPA) -- International Public Procurement Association (IPPA) Conferences are designed for the heads of public procurement organizations and senior officials in Ministries responsible for public procurement policies and practices. These conferences, which have been taken place at intervals of approximately 18 months since 1986, provide an opportunity for exchange of views and sharing of experiences among those working at a senior level in purchasing in the public sector and other experts in public procurement.

Abstract: Government procurement contracts for construction projects such as airports, dams, and highways generate immense opportunities for bribes, kickbacks, and other payoffs. In this article, Donald Strombom, a former chief of procurement for the World Bank, looks at the wasting effects of corruption on development and offers a sober assessment of the difficulties in dealing with the problem. Strombom is currently president of IDBC, a consulting firm that advises and trains its clients to win international contracts by competing intelligently and effectively within the rules -- not by corrupt practices.

Коррупция в системе государственных закупок -- автор Дональд Стромбом, президент консалтинговой фирмы Ай-Ди-Би-Си. Электронный журнал Информационного Агентства США, том 3, № 5, ноябрь 1998 г. Резюме: Государственные контракты на поставки для таких проектов, как сооружение аэропортов, плотин и шоссейных дорог, создают огромные возможности для взяток, выплаты определенного процента от суммы сделки и других форм подкупа. Бывший руководитель системы закупок Всемирного банка Дональд Стромбом рассматривает разрушительное влияние коррупции на развитие экономики и дает трезвую оценку трудностей, возникающих при попытках справиться с этой проблемой. В настоящее время Стромбом -- президент Ай-Ди-Би-Си, консалтинговой фирмы, консультирующей и обучающей своих клиентов в области получения международных контрактов путем разумной и эффективной конкуренции в рамках установленных правил, а не с помощью коррупции.
